***** COMMISSION REGULATION (EEC) No 418/86 of 18 February 1986 amending various Regulations concerning wine as a result of the accession of Spain and Portugal THE COMMISSION OF THE EUROPEAN COMMUNITIES, Having regard to the Treaty establishing the European Economic Community, Having regard to Council Regulation (EEC) No 337/79 of 5 February 1979 on the common organization of the market in wine (1), as last amended by Regulation (EEC) No 3768/85 (2), and in particular Articles 4 (3), 5 (1) and (2), 16 (3), 17 (6), 31 (4), 32 (4), 33 (8), 34 (4), 36 (3), 43 (6), 50 (5), 53 (3), 54 (5), and 65 thereof, Having regard to Council Regulation (EEC) No 339/79 of 5 February 1979 defining certain products falling within heading Nos 20.07, 22.04 and 22.05 of the Common Customs Tariff and originating in third countries (3), as last amended by Regulation (EEC) No 3308/85 (4), and in particular Article 3a thereof, Whereas the new situation created by the accession to the Community of two new Member States means that a certain number of technical adaptations have to be made to the Community rules concerning wine; Whereas, as a result of the accession of Spain and Portugal, the following Regulations are to be amended: - Commission Regulation (EEC) No 1594/70 of 5 August 1970 on the notification, carrying out and control of the process of enriching, acidifying and deacidifying wine (5), as last amended by Regulation (EEC) No 632/80 (6); - Commission Regulation (EEC) No 2223/70 of 28 October 1970 waiving the countervailing charge on imports of certain wines originating in and coming from certain third countries (7), as last amended by Regulation (EEC) No 1230/80 (8); - Commission Regulation (EEC) No 2247/73 of 16 August 1973 on the control of quality wines produced in specified regions (9), as amended by the Act of Accession of Greece; - Commission Regulation (EEC) No 1153/75 of 30 April 1975 prescribing the form of accompanying documents for wine products and specifying the obligations of wine producers and traders other than retailers (10), as last amended by Regulation (EEC) No 3203/80 (11); - Commission Regulation (EEC) No 643/77 of 29 March 1977 laying down rules for coupage and wine-making in free zones on the geographical territory of the Community in respect of wine products originating in third countries (12), as last amended by Regulation (EEC) No 3203/80; - Commission Regulation (EEC) No 2682/77 of 5 December 1977 on the recording of quotations and the fixing of average prices and representative prices for table wines (13), as last amended by Regulation (EEC) No 31/81 (14); - Commission Regulation (EEC) No 2903/79 of 20 December 1979 on the downgrading of quality wines produced in specified regions (15); - Commission Regulation (EEC) No 997/81 of 16 March 1981 laying down detailed rules for the description and presentation of wines and grape musts (16), as last amended by Regulation (EEC) No 2397/84 (17); - Commission Regulation (EEC) No 3388/81 of 27 November 1981, laying down special detailed rules in respect of import and export licences in the wine sector (18); - Commission Regulation (EEC) No 3800/81 of 16 December 1981 determining the classification of wine varieties (19), as last amended by Regulation (EEC) No 2599/85 (20); - Commission Regulation (EEC) No 2396/84 of 20 August 1984 laying down detailed rules for drawing up the forward estimate in the wine sector (21); Whereas, moreover, Commission Regulation (EEC) No 2081/74 of 7 August 1974 concerning the list of quality liqueur wines originating in third countries provided for in point (ii) of the definition of 'liqueur wine' set out in Article 2 of Regulation (EEC) No 948/70 (22) should be repealed; Whereas the measures provided for in this Regulation are in accordance with the opinion of the Management Committee for wine, HAS ADOPTED THIS REGULATION: Article 1 Regulation (EEC) No 1594/70 is hereby amended as follows: Article 2 (1) is replaced by the following: '1. The wine-growing regions referred to in the first subparagraph of Article 33 (3) of Regulation 337/79 are the following: (a) Wine-growing zone A. (b) Wine-growing zone B. (c) Wine growing zones C I, C II and C III, with the exception of vineyards in the Italian Republic, the Hellenic Republic, the Kingdom of Spain and in the French departments under the jurisdiction of the courts of appeal of: - Aix-en-provence, - Nîmes, - Montpellier, - Toulouse, - Agen - Pau, - Bordeaux, and - Bastia.' Article 2 Regulation (EEC) No 2223/70 is hereby amended as follows: In Article 1 (3), the indents concerning Spain and Portugal are deleted. Article 3 Regulation (EEC) No 2247/73 is hereby amended as follows: The following is added to the first subparagraph of Article 3 (1): 'In the case of Spain, the above information must be communicated on 1 March 1986.' Article 4 Regulation (EEC) No 2081/74 is hereby repealed. Article 5 Regulation (EEC) No 1153/75 is hereby amended as follows: 1. The third subparagraph of Article 2 (4) is replaced by the following: 'This number shall be preceded by the appropriate letter or letters to indicate which Member State issued the documents: B for Belgium, G for Germany, DK for Denmark, E for Greece, ES for Spain, F for France, GB for the United Kingdom, I for Italy, IRL for Ireland, L for Luxembourg, NL for the Netherlands and, as from the second phase of accession, P for Portugal. An issue number may be added when the accompanying document is completed.' 2. The following paragraph is added to Article 9: '4. For Spanish red table wine, section 23 shall be used for the purpose of applying Article 1 (3) of Council Regulation (EEC) No 3805/85 of 20 December 1985 laying down the provisions enabling the origin of Spanish red table wines to be determined and their commercial movements to be followed.(1). The following words are added to the second subparagraph of Article 10 (2): '- Exportado and, as from the second phase of the accession of Portugal, - exportar.' Article 6 Regulation (EEC) No 643/77 is hereby amended as follows: 1. The following endorsement is added to Article 2 (2): 'vino obtenido en una zona franca para expedición hacia un país tercero'. 2. The following endorsement is added to the second subparagraph of Article 2 (3): 'salida del territorio geográfico de la Comunidad según el regimen previsto en el título IV sección Ia del reglamento (CEE) no 223/77'. Article 7 Regulation (EEC) No 2682/77 is hereby amended as follows: The following Article 3a is inserted: 'Article 3a The representative markets for the Kingdom of Spain shall be: (a) for table wines of the R I type: - Requena, - Reus, and - Villafranca del Bierzo; (b) for table wines for the R II type: - Calatayud, - Falset, - Jumilla, - Navalcarnero, - Requena, - Toro, and - Villena; (c) for table wines of the A I type: - Alcázar de San Juan, - Almendralejo, - Medina del Campo, - Ribadavia, - Villafranca del Penedés, - Villar del Arzobispo, and - Villarrobledo.' The second subparagraph of Article 1 (2) is replaced by the following: 'However, the optional information referred to in Article 2 (3) (i) of the said Regulation, namely, the terms "Landwein", "vin de pays", "vino tipico", "vino de la tierra", "onomasía katá parádosi", "oínos topikós", and as from the second phase of accession of Portugal, "vinho de mesa regional", shall be grouped together with the mandatory information referred to in the first subparagraph of paragraph 1.' 2. Article 1a (2) is replaced by the following: '2. When, pursuant to Article 54 (2) or (3) of Regulation (EEC) No 337/79, the label of a table wine contains a geographical description but not the words "Landwein", "vin de pays", "vino tipico", "vino de la tierra" "onomasía katá parádosi" or "oínos topikós", or, as from the second phase of the accession of Portugal, "vinho de mesa regional", the geographical description shall be indicated in lettering of the same type and size. The lettering may not be higher than that used to indicate "table wine".' 3. Article 2 is amended as follows: (a) Paragraph 1 is replaced by the following: '1. The terms "quality wine produced in a specified region" or "quality wine psr" or an equivalent term in another official Community language, or, where appropriate: - "Qualitaetswein" and "Qualitaetswein mit Praedikat", - "appellation d'origine contrôlée", "appellation contrôlée" and "appellation d'origine vin délimité de qualité supérieure", - "denominazione di origine controllata" and "denominazione di origine controllata e garantita", - "marque nationale", - "onomasía proeléfseos elenchoméni", "onomasía proeléfseos anotéras poiótitas", - "denominación de origen" and "denominación de origen calificada", - and, as from the second phase of accession of Portugal, "denominação de origem", "denominação de origem controlada" and "indicação de proveniencia regulamentada", referred to in Article 16 (2) of Regulation (EEC) No 338/79, shall appear on the label in lettering not larger than that indicating the specified region. The traditionally used specific terms referred to in the first subparagraph, with the exception of those referred to in first and fourth indents, shall appear on the label directly below the name of the specified region. However, when the label of a French quality wine psr bearing the term "appellation contrôlée" or a Greek quality wine psr shows the name of a vineyard, a wine variety or brand name, the name of the specified region shall be repeated between the words "appellation" and "contrôlée" or after the words "onomasía proeléfseos" in lettering of the same type, the same size, and the same colouring. On the label, the traditional terms referred to in the first subparagraph shall appear in full without abbreviations. In all other cases the following abbreviations may be used: - "Q.b.A.", "Q.b.A.m.Pr.", - "A.O.C." et "V.D.Q.S.", - "D.O.C." et "D.O.C.G.", - "M.N.", - "O.P.E." et "O.P.A.P.", - "D.O." et "D.O.C.", - à partir de la deuxième étape de l'adhésion du Portugal, "I.P.R.". By way of derogation from the first subparagraph of Article 1 (1), the term "marque nationale" may appear on an additional label.' (b) The following points are added to paragraph 3: '(e) for Spanish quality wines psr: - "Vino noble"; (f) and, as from the second phase of the accession of Portugal, for Portuguese quality wines psr: - "superior", - "escolha".' (c) The second subparagraph of paragraph 3 is replaced by the following: 'The terms referred to under (a), (b), (c), (d), (e) and (f) above shall appear in lettering of the same size or smaller than that used for indicating the specified region.' 4. The following indents are inserted after the last indent of the first subparagraph of Article 4 (3): '- "viticultor", "cosechero", "explotación agraria", - as from the second phase of the accession of Portugal, "proprietario viticultor.".' 5. The following indents are inserted after the last indent of Article 5 (1): '- "Abadía", "Caserío", "Castillo", "Castro", "Hacienda", "Heredad", "Masía", "Monasterio", "Pago", "Palacio", "Pazo", "Predio", "Señorío", "Solar", - as from the second phase of the accession of Portugal, "Palácio", "Solar", "Paço", "Quinta", "Casa", "Vila".' 6. The first subparagraph of Article 10 (1) is replaced by the following: '1. Each producer Member State shall forward to the Commission in respect of the table wines described as "Landwein", "vin de pays", "vino tipico", "vino de la tierra," " onomasía katá parádosi" "oínos tokikós", or, as from the second phase of the accession of Portugal, "vinho de mesa regional" in accordance with Article 2 (3) (i) of Regulation (EEC) No 355/79: - as soon as possible after it is drawn up, a list of the names of the geographical units smaller than the Member State referred to in Article 4 (1) of Regulation (EEC) No 355/79 which may be used and the provisions governing the use of the said designations and names, - any amendments subsequently made to the list and provisions referred to in the preceding indent.' 7. Article 13 is amended as follows: (a) The following is added to paragraph 1: '(e) The description of a Spanish table wine may be supplemented: (i) by the following terms: - "Vino afrutado", - "Vino joven", - "Vino nuevo"; (ii) with respect to red wine, by the following terms: - "Aloque", - "Cárdeno", - "Clarete", - "Granate", - "Guinda", - "Morada", - "Ojo de gallo", - "Piel de cebolla", - "Teja", - "Tinto"; (iii) with respect to rose wine, by the following terms: - "Carmín", - "Cereza", - "Naranja", - "Rosicler"; (iv) with respect to white wine by the following terms: - "Amarillo", - "Ámbar", - "Blanco de uva blanca", - "Blanco de uva tinta", - "Dorado", - "Gris", - "Leonado" - "Oro" - "Oro oscuro" - "Pajizo" - "Pálido" - "Topacio" - "Tostado" - "Verdoso".' (b) The following is added to paragraph 2: '(d) Spain, only the terms: - "Corazón" - "Chacolí" - "Doble pasta" - "Lágrima" - "Primicia" - "Vendimia seleccionada" - »Vendimia temprana" - "Vino de consagrar" - "Vino enverado" - "Vino de misa" - "Vino de yema". (e) Portugal, as from the second phase of the accession of Portugal, only the following terms: - "Vinho leve".' (c) The following is added to paragraph 3: '(d) for Spanish wines: 1.2 // - "Vino afrutado" // "Amarillo",, // - "Vino joven" // "Ámbar", // - "Vino nuevo", // // - "Aloque" // "Blanco de uva blanca", // - "Cárdeno" // "Blanco de uva tinta", // - "Clarete" // "Dorado", // - "Granate" // "Gris", // - "Guinda" // "Leonado", // - "Morada" // "Oro", // - "Ojo de gallo" // "Oro oscuro", // - "Piel de cebolla" // "Pajizo", // // "Pálido", // - "Teja" // "Topacio", // - "Tinto" // "Tostado", // // "Verdoso", // - "Carmín" // // - "Cereza" // "Corazón", // - "Naranja" // "Chacolí", // // "Doble pasta", // - "Rosicler", // // - "Lágrima" // "Vino de consagrar", // - "Primicia" // "Vino enverado", // - "Vendimia seleccionada", // // - "Vendimia temprana" // "Vino de Yema". (e) As from the second phase of the accession of Portugal, all Portuguese wines: - "Garrafeira" - "Vinho novo'." (d) The first subparagraph of paragraph 6 is replaced by the following: '6. Pursuant to Articles 2 (2) (h), 12 (2) (k), 27 (2) (i) and 28 (2) (k) of Regulation (EEC) No 355/79, the following terms may be used as appropriate: (a) "sec", "trocken", "secco" or "asciutto", "dry", "toer", " xirós" and "seco", only if the wine concerned has a residual sugar content of: - 4 grams per litre maximum, or - 9 grams per litre maximum where the level of the total acidity expressed as grams of tartaric acid per litre is not more than 2 grams per litre below the residual sugar content; (b) "demi-sec", "halbtrocken", "abboccato", "medium dry", "halvtoer", "imíxiros", "semiseco" or, as from the second phase of the accession of Portugal, "meio seco", only if the wine in question has a residual sugar content exceeding the figures specified in (a) but not exceeding: - 12 grams per litre, or - 18 grams per litre, where the total acidity content is fixed pursuant to the first indent of the second subparagraph; (c) "moelleux", "lieblich", "amabile", "medium", "medium sweet", "halvsoed", "imíglykos", "semidulce" or, as from the second phase of the accession of Portugal, "meio doce", only if the wine in question has a residual sugar content exceeding the figures specified in (b) but not exceeding 45 grams per litre; (d) "doux", "suess", "dolce", "sweet", "soed", "glykýs", "dulce" or, as from the second phase of the accession of Portugal, "doce" only if the wine in question has a residual sugar content of at least 45 grams per litre.' 8. Article 16 (2) (c) is replaced by the following: '(c) the following information regarding the wine's ageing: (i) As regards wine originating in the Community: - "vin vieux" in the case of French quality wines psr provided that the French provisions regarding the use of this term are observed, - "vecchio" or "invecchiato" in the case of Italian quality wines psr, provided that the Italian provisions regarding the use of these terms are observed, - "káva" or "cave" in the case of Greek table wines or Greek quality wines psr, provided that the Greek provisions regarding the use of these terms are observed, - "vino viejo", "vino añejo", "vino de crianza", "cosecha . . .", "añada . . .", "reserva", "gran reserva", in the case of Spanish quality wines psr, provided that the Spanish provisions regarding the use of these terms are observed, - "velho" in the case of Portuguese quality wines psr, provided that the Portuguese provisions regarding the use of this term are observed; (ii) As regards wine originating in non-member countries: - "vin vieux" in the case of imported wines originating in Morocco and bearing one of the geographical descriptions set out in point XII of Annex II, provided that the Moroccan provisions regarding the use of this term are observed, - in the case of imported wines originating in the United States of America, an indication in the English language of the number of years of ageing in casks or in bottles, - "staro vino" in the case of imported wines originating in Yugoslavia and bearing one of the geographical descriptions set out in point XVIII of Annex II, provided that the Yugoslav provisions regarding the use of this term are observed.' 9. Article 17 is amended as follows: (a) the following point is added to paragraph 1: '(g) for Spanish wines: "embotellado en origen", "embotellado en propiedad", "embotellado en la explotación agraria", embotellado por el cosechero", "embotellado por el productor", "embotellado por la cooperativa".' (b) the following point is added to paragraph 3: '(d) for Spanish wines: "embotellado en la zona de producción".' 10. The following sub-indents are added to the second indent of the first subparagraph of Article 19: '- "para uso alimentario", - "proprio para contacto com géneros alimenticios" as from the second phase of the accession of Portugal.' 11. Wines and grape must originating in: - Spain, described and presented in accordance with the Community provisions relating to imported wines and with the Spanish provisions in force before 1 January 1986, - Portugal, described and presented in accordance with the Community provisions relating to imported wines and with the Portuguese provisions in force before the second phase of accession. and whose description or presentation does not conform to the provisions of Regulation (EEC) No 355/79 and this Regulation as regards Community products may be held for sale, put into circulation or exported until stocks are exhausted. 2(b) Labels containing information: - conforming to the Community provisions relating to products imported from Spain in force before 1 March 1986, or - conforming to the Spanish provisions in force before this date, but not conforming to the Community provisions on products originating in the Community, may be used until 31 December 1986. 2(c) Labels containing information: - conforming to the Community provisions relating to products imported from Portugal in force before the beginning of the second phase, or - conforming to the Portuguese provisions in force before this date, but not conforming to the Community provisions relating to products originating in the Community, may be used until 31 December of the first year of the second phase of accession." 12. amending various Regulations concerning wine as a result of the accession of Spain and Portugal
THE COMMISSION OF THE EUROPEAN COMMUNITIES,
Having regard to the Treaty establishing the European Economic Community,
Having regard to Council Regulation (EEC) No 337/79 of 5 February 1979 on the common organization of the market in wine (1), as last amended by Regulation (EEC) No 3768/85 (2), and in particular Articles 4 (3), 5 (1) and (2), 16 (3), 17 (6), 31 (4), 32 (4), 33 (8), 34 (4), 36 (3), 43 (6), 50 (5), 53 (3), 54 (5), and 65 thereof,
Having regard to Council Regulation (EEC) No 339/79 of 5 February 1979 defining certain products falling within heading Nos 20.07, 22.04 and 22.05 of the Common Customs Tariff and originating in third countries (3), as last amended by Regulation (EEC) No 3308/85 (4), and in particular Article 3a thereof,
Whereas the new situation created by the accession to the Community of two new Member States means that a certain number of technical adaptations have to be made to the Community rules concerning wine;
Whereas, as a result of the accession of Spain and Portugal, the following Regulations are to be amended:
- Commission Regulation (EEC) No 1594/70 of 5 August 1970 on the notification, carrying out and control of the process of enriching, acidifying and deacidifying wine (5), as last amended by Regulation (EEC) No 632/80 (6);
- Commission Regulation (EEC) No 2223/70 of 28 October 1970 waiving the countervailing charge on imports of certain wines originating in and coming from certain third countries (7), as last amended by Regulation (EEC) No 1230/80 (8);
- Commission Regulation (EEC) No 2247/73 of 16 August 1973 on the control of quality wines produced in specified regions (9), as amended by the Act of Accession of Greece;
- Commission Regulation (EEC) No 1153/75 of 30 April 1975 prescribing the form of accompanying documents for wine products and specifying the obligations of wine producers and traders other than retailers (10), as last amended by Regulation (EEC) No 3203/80 (11);
- Commission Regulation (EEC) No 643/77 of 29 March 1977 laying down rules for coupage and wine-making in free zones on the geographical territory of the Community in respect of wine products originating in third countries (12), as last amended by Regulation (EEC) No 3203/80;
- Commission Regulation (EEC) No 2682/77 of 5 December 1977 on the recording of quotations and the fixing of average prices and representative prices for table wines (13), as last amended by Regulation (EEC) No 31/81 (14);
- Commission Regulation (EEC) No 2903/79 of 20 December 1979 on the downgrading of quality wines produced in specified regions (15);
- Commission Regulation (EEC) No 997/81 of 16 March 1981 laying down detailed rules for the description and presentation of wines and grape musts (16), as last amended by Regulation (EEC) No 2397/84 (17);
- Commission Regulation (EEC) No 3388/81 of 27 November 1981, laying down special detailed rules in respect of import and export licences in the wine sector (18);
- Commission Regulation (EEC) No 3800/81 of 16 December 1981 determining the classification of wine varieties (19), as last amended by Regulation (EEC) No 2599/85 (20);
- Commission Regulation (EEC) No 2396/84 of 20 August 1984 laying down detailed rules for drawing up the forward estimate in the wine sector (21);
Whereas, moreover, Commission Regulation (EEC) No 2081/74 of 7 August 1974 concerning the list of quality liqueur wines originating in third countries provided for in point (ii) of the definition of 'liqueur wine' set out in
Article 2 of Regulation (EEC) No 948/70 (22) should be repealed;
Whereas the measures provided for in this Regulation are in accordance with the opinion of the Management Committee for wine,
HAS ADOPTED THIS REGULATION:
Article 1
Regulation (EEC) No 1594/70 is hereby amended as follows:
Article 2 (1) is replaced by the following:
'1. The wine-growing regions referred to in the first subparagraph of Article 33 (3) of Regulation 337/79 are the following:
(a) Wine-growing zone A.
(b) Wine-growing zone B.
(c) Wine growing zones C I, C II and C III, with the exception of vineyards in the Italian Republic, the Hellenic Republic, the Kingdom of Spain and in the French departments under the jurisdiction of the courts of appeal of:
- Aix-en-provence,
- Nîmes,
- Montpellier,
- Toulouse,
- Agen
- Pau,
- Bordeaux, and
- Bastia.'
Article 2
Regulation (EEC) No 2223/70 is hereby amended as follows:
In Article 1 (3), the indents concerning Spain and Portugal are deleted.
Article 3
Regulation (EEC) No 2247/73 is hereby amended as follows:
The following is added to the first subparagraph of Article 3 (1):
'In the case of Spain, the above information must be communicated on 1 March 1986.'
Article 4
Regulation (EEC) No 2081/74 is hereby repealed.
Article 5
Regulation (EEC) No 1153/75 is hereby amended as follows:
1. The third subparagraph of Article 2 (4) is replaced by the following:
'This number shall be preceded by the appropriate letter or letters to indicate which Member State issued the documents:
B for Belgium, G for Germany, DK for Denmark, E for Greece, ES for Spain, F for France, GB for the United Kingdom, I for Italy, IRL for Ireland, L for Luxembourg, NL for the Netherlands and, as from the second phase of accession, P for Portugal.
An issue number may be added when the accompanying document is completed.'
2. The following paragraph is added to Article 9:
'4. For Spanish red table wine, section 23 shall be used for the purpose of applying Article 1 (3) of Council Regulation (EEC) No 3805/85 of 20 December 1985 laying down the provisions enabling the origin of Spanish red table wines to be determined and their commercial movements to be followed.(1).

3. The following words are added to the second subparagraph of Article 10 (2):

Article 6
Regulation (EEC) No 643/77 is hereby amended as follows:
1. The following endorsement is added to Article 2 (2):

2. The following endorsement is added to the second subparagraph of Article 2 (3):

Article 9
Regulation (EEC) No 997/81 is hereby amended as follows:
1. The second subparagraph of Article 1 (2) is replaced by the following:
'However, the optional information referred to in Article 2 (3) (i) of the said Regulation, namely, the terms "Landwein", "vin de pays", "vino tipico", "vino de la tierra", "onomasía katá parádosi", "oínos topikós", and as from the second phase of accession of Portugal, "vinho de mesa regional", shall be grouped together with the mandatory information referred to in the first subparagraph of paragraph 1.'
2. Article 1a (2) is replaced by the following:
'2. When, pursuant to Article 54 (2) or (3) of Regulation (EEC) No 337/79, the label of a table wine contains a geographical description but not the words "Landwein", "vin de pays", "vino tipico", "vino de la tierra" "onomasía katá parádosi" or "oínos topikós", or, as from the second phase of the accession of Portugal, "vinho de mesa regional", the geographical description shall be indicated in lettering of the same type and size. The lettering may not be higher than that used to indicate "table wine".'
3. Article 2 is amended as follows:
(a) Paragraph 1 is replaced by the following:
'1. The terms "quality wine produced in a specified region" or "quality wine psr" or an equivalent term in another official Community language, or, where appropriate:
- "Qualitaetswein" and "Qualitaetswein mit Praedikat",
- "appellation d'origine contrôlée", "appellation contrôlée" and "appellation d'origine vin délimité de qualité supérieure",
- "denominazione di origine controllata" and "denominazione di origine controllata e garantita",
- "marque nationale",
- "onomasía proeléfseos elenchoméni", "onomasía proeléfseos anotéras poiótitas",
- "denominación de origen" and "denominación de origen calificada",
- and, as from the second phase of accession of Portugal, "denominação de origem", "denominação de origem controlada" and "indicação de proveniencia regulamentada",
referred to in Article 16 (2) of Regulation (EEC) No 338/79, shall appear on the label in lettering not larger than that indicating the specified region.
The traditionally used specific terms referred to in the first subparagraph, with the exception of those referred to in first and fourth indents, shall appear on the label directly below the name of the specified region. However, when the label of a French quality wine psr bearing the term "appellation contrôlée" or a Greek quality wine psr shows the name of a vineyard, a wine variety or brand name, the name of the specified region shall be repeated between the words "appellation" and "contrôlée" or after the words "onomasía proeléfseos" in lettering of the same type, the same size, and the same colouring.
On the label, the traditional terms referred to in the first subparagraph shall appear in full without abbreviations. In all other cases the following abbreviations may be used:
- "Q.b.A.", "Q.b.A.m.Pr.",
- "A.O.C." et "V.D.Q.S.",
- "D.O.C." et "D.O.C.G.",
- "M.N.",
- "O.P.E." et "O.P.A.P.",
- "D.O." et "D.O.C.",
- à partir de la deuxième étape de l'adhésion du Portugal, "I.P.R.".
By way of derogation from the first subparagraph of Article 1 (1), the term "marque nationale" may appear on an additional label.'
(b) The following points are added to paragraph 3:
'(e) for Spanish quality wines psr:
- "Vino noble";
(f) and, as from the second phase of the accession of Portugal, for Portuguese quality wines psr:
- "superior",
- "escolha".'
(c) The second subparagraph of paragraph 3 is replaced by the following:
'The terms referred to under (a), (b), (c), (d), (e) and (f) above shall appear in lettering of the same size or smaller than that used for indicating the specified region.'
4. The following indents are inserted after the last indent of the first subparagraph of Article 4 (3):

- as soon as possible after it is drawn up, a list of the names of the geographical units smaller than the Member State referred to in Article 4 (1) of Regulation (EEC) No 355/79 which may be used and the provisions governing the use of the said designations and names,
- any amendments subsequently made to the list and provisions referred to in the preceding indent.'
7. Article 13 is amended as follows:

- 4 grams per litre maximum,

- 9 grams per litre maximum where the level of the total acidity expressed as grams of tartaric acid per litre is not more than 2 grams per litre below the residual sugar content;
(b) "demi-sec", "halbtrocken", "abboccato", "medium dry", "halvtoer", "imíxiros", "semiseco" or, as from the second phase of the accession of Portugal, "meio seco", only if the wine in question has a residual sugar content exceeding the figures specified in (a) but not exceeding:
- 12 grams per litre,
or
- 18 grams per litre, where the total acidity content is fixed pursuant to the first indent of the second subparagraph;
(c) "moelleux", "lieblich", "amabile", "medium", "medium sweet", "halvsoed", "imíglykos", "semidulce" or, as from the second phase of the accession of Portugal, "meio doce", only if the wine in question has a residual sugar content exceeding the figures specified in (b) but not exceeding 45 grams per litre;
(d) "doux", "suess", "dolce", "sweet", "soed", "glykýs", "dulce" or, as from the second phase of the accession of Portugal, "doce" only if the wine in question has a residual sugar content of at least 45 grams per litre.'
8. Article 16 (2) (c) is replaced by the following:
'(c) the following information regarding the wine's ageing:
(i) As regards wine originating in the Community:
- "vin vieux" in the case of French quality wines psr provided that the French provisions regarding the use of this term are observed,
- "vecchio" or "invecchiato" in the case of Italian quality wines psr, provided that the Italian provisions regarding the use of these terms are observed,
- "káva" or "cave" in the case of Greek table wines or Greek quality wines psr, provided that the Greek provisions regarding the use of these terms are observed,
- "vino viejo", "vino añejo", "vino de crianza", "cosecha . . .", "añada . . .", "reserva", "gran reserva", in the case of Spanish quality wines psr, provided that the Spanish provisions regarding the use of these terms are observed,
- "velho" in the case of Portuguese quality wines psr, provided that the Portuguese provisions regarding the use of this term are observed;
(ii) As regards wine originating in non-member countries:
- "vin vieux" in the case of imported wines originating in Morocco and bearing one of the geographical descriptions set out in point XII of Annex II, provided that the Moroccan provisions regarding the use of this term are observed,
- in the case of imported wines originating in the United States of America, an indication in the English language of the number of years of ageing in casks or in bottles,
- "staro vino" in the case of imported wines originating in Yugoslavia and bearing one of the geographical descriptions set out in point XVIII of Annex II, provided that the Yugoslav provisions regarding the use of this term are observed.'
9. Article 17 is amended as follows:
(a) the following point is added to paragraph 1:
'(g) for Spanish wines: "embotellado en origen", "embotellado en propiedad", "embotellado en la explotación agraria", embotellado por el cosechero", "embotellado por el productor", "embotellado por la cooperativa".'

or
