SUBJECT MATTER OF THE CASES

The applications concern the allegedly discriminatory refusal to allow applicants to participate in local and parliamentary elections at their place of their actual residence in which they were registered as internally displaced persons (IDPs).

QUESTIONS TO THE PARTIES

1. Did the applicants suffer discrimination in the enjoyment of their rights guaranteed by the domestic law on local elections, contrary to Article 1 of Protocol No. 12 to the Convention ( Selygenenko and Others v. Ukraine , nos. 24919/16 and 28658/16, 21 October 2021)?

2. Did the applicants suffer discrimination in the enjoyment of their rights guaranteed by the domestic law on parliamentary elections, contrary to Article 14 of the Convention in conjunction with Article 3 of Protocol No. 1 to the Convention ( mutatis mutandis , Selygenenko and Others v. Ukraine , nos. 24919/16 and 28658/16, 21 October 2021)?
