SUBJECT MATTER OF THE CASE

The application concern dismissal of the applicant from the police following his public statements about corruption in the Ministry of the Interior of the Republic of Dagestan, in particular, about “trading” of vacancies.

Having regard to the criteria for assessing the proportionality of the interference under Article 10 of the Convention as set out in the Court’s case ‑ law (see, in particular, Heinisch v. Germany , no. 28274/08, ECHR 2011 (extracts); Guja v. Moldova [GC], no. 14277/04, ECHR 2008; and Kudeshkina v. Russia , no. 29492/05, 26 February 2009), has there been a violation of the applicant’s rights under Article 10?
