QUESTION S TO THE PARTIES

1. Was the applicant subjected to ill-treatment, in breach of Article 3 of the Convention in the prison hospital in December 2011?

2. Have the competent domestic authorities conducted an adequate investigation into the applicant ’ s allegations of ill-treatment as required by the procedural obligation under Article 3 of the Convention (see Labita v. Italy [GC], no. 26772/95, § 131, ECHR 2000-IV)?

3. Having due regard to the circumstances surrounding the applicant ’ s alleged ill-treatment in the prison hospital, has there been any hindrance by the State with the effective exercise of the applicant ’ s right of the application, ensured by Article 34 of the Convention?
