QUESTIONS

1. Is the application compatible with the provisions of the Convention, ratione personae ? In particular, does Ms N. Yermolayeva have legal standing before the Court for the pu rpose of acting on behalf of Mr Abdulazhon Isakov , having regard , inter alia , to the fact that he did not issue a n authority form to her (see Centre for Legal Resources on behalf of Valentin Câmpeanu v. Romania [GC] , no. 47848/08, §§ 102-03, ECHR 2014)?

2. As regards the Court ’ s earlier request to the Government to provide an entire copy of the criminal investigation file concerning the abduction and disappearance of Mr Abdulazhon Isakov , does the Government ’ s failure to comply with the said request amount to Russia ’ s failure to cooperate with the Court, as required by Article 38 of the Convention?
