SUBJECT MATTER OF THE CASE
The application concerns rejection as belated of an appeal in a civil-law matter that the applicant, being detained, deposited with the prison authorities the last day of the period for appealing and that the prison authorities posted the next day. It raises an issue of access to court under Article 6 § of the Convention .

In view of the rejection by the Ko šice Regional Court on 31 July 2017 of his appeal against the judgment of the Michalovce District Court of 26 August 2016 as belated and the decision of the latter court of 29 June 2018 not to allow him to appeal out of time, and the established judicial practice in that regard (see, for example, a decision of the Supreme Court of 5 February 2014 in an appeal on points of law no. 7Cdo 142/2013, with further references), did the applicant have access to a court for the determination of his civil rights and obligations, in accordance with Article 6 § 1 of the Convention?
