Delay in issuing military ID resulting in inability to sit university entrance examination: communicated

The applicant complains that, as a result of a delay by the State authorities in issuing him his military ID, he was unable to sit a university entranc e examination which required him to submit the ID with his application. He also complains that he and his representative were not duly informed of the date and the time of the hearings before the appellate court, which, as a result were held in his absence .
