Application no. 24818/12 Miladin PUHALO against Montenegro
The European Court of Human Rights (Second Section), sitting on 16 May 2019 as a Committee composed of:

Having regard to the above application lodged on 17 April 2012 ,
Having deliberated, decides as follows:
FACTS AND PROCEDURE
The applicant, Mr Miladin Puhalo, was born in 1952.
The applicant ’ s complaint under Article 6 of the Convention concerning the excessive length of administrative proceedings was communicated to the Montenegrin Government (“the Government”) .
By a letter dated 18 July 2018, sent by registered post, the applicant was notified that his lawyer, Mr B. Simovi ć, had been excluded from acting as a representative from all cases brought before the Court. The applicant was asked to inform the Court whether he wished to maintain the application and, if so, whether he wished to appoint a new representative. His attention was drawn to the fact that the Court may strike an application out of its list of cases where the circumstances lead to the conclusion that the applicant does not intend to pursue the application. On 13 August 2018 the letter returned to the Court undelivered, since the applicant had moved. The applicant has not informed the Court of his new address.
THE LAW
In the light of the foregoing, t he Court concludes that the applicant may be regarded as no longer wishing to pursue the application (Article 37 § 1 (a) of the Convention). Furthermore, in accordance with Article 37 § 1 in fine , the Court finds no special circumstances regarding respect for human rights as defined in the Convention and the Protocols thereto which require the continued examination of the application.
Accordingly, the case should be struck out of the list.
For these reasons, the Court, unanimously,
Decides to strike the application out of its list of cases.
