QUESTION TO THE PARTIES

Did the applicant have at her disposal an effective domestic remedy for the complaint under Article 3 of the Convention as required by Article 13 of the Convention, including a mechanism for establishing any liability of the State as well as for obtaining compensation in that respect (see O’Keeffe v. Ireland [GC], no. 35810/09, § 177, ECHR 2014)?

In particular, considering the ongoing criminal investigation against several policemen, could the responsibility of the State be engaged on account of a failure on their part to comply with their positive obligations to secure the applicant’s rights under the Convention?
