PARTLY DISSENTING OPINION OF JUDGE KŪRIS

My voting against points 7 and 9 of the operative part of the judgment was based on the reasons set out in my partly dissenting opinion in Sabuncu and Others v. Turkey (no. 23199/17, 10 November 2020).
