Application no. 49574/20 Rauf Aydin oglu GULIYEV against Azerbaijan and 3 other applications (see list appended) communicated on 6 February 2023

SUBJECT MATTER OF THE CASE

The applications concern the travel bans imposed by the domestic authorities on the applicants who were prevented from leaving Azerbaijan. The applicant in the application no. 49574/20 also complains under Article 8 of the Convention of the alleged unlawful seizure of his mobile phone by an investigator.

QUESTIONS TO THE PARTIES

To all applicants:

1. Was any restriction placed on the applicants’ freedom to leave the territory of the respondent State, as guaranteed by Article 2 § 2 of Protocol No. 4 to the Convention? If so, was that restriction in accordance with the law and necessary in terms of Article 2 § 3 of Protocol No. 4 to the Convention?
