SUBJECT MATTER OF THE CASE
The application concerns the rejection by the domestic courts of the applicant’s pecuniary claim against the military authorities for repayment of a sum allegedly owed to him. The applicant complains that the court decisions were not based on domestic law and not sufficiently reasoned. He invokes Article 6 of the Convention and Article 1 of Protocol No.1
QUESTIONS TO THE PARTIES
1. Did the Kyiv Administrative Court of Appeal (judgment of 25 February 2014) and the Higher Administrative Court (decision of 28 March 2014) give sufficient reasons for their decisions, as required by Article 6 § 1 of the Convention?
2. Has there been an interference with the applicant’s peaceful enjoyment of possessions, within the meaning of Article 1 of Protocol No. 1? Has the applicant been deprived of his possessions in accordance with the conditions provided for by law, within the meaning of Article 1 of Protocol No. 1?
