Applications nos. 17979/20 and 41490/20 Humeyir Huseyn oglu AHMADOV against Azerbaijan and Natig Isgandar oglu ISBATOV against Azerbaijan lodged on 13 April 2020 and 12 August 2020 respectively communicated on 9 November 2021

SUBJECT MATTER OF THE CASE

The applications concern the travel ban imposed by the domestic authorities on the applicants who were prevented from leaving Azerbaijan.

QUESTIONS TO THE PARTIES

1. Was any restriction placed on the applicants’ freedom to leave the territory of the respondent State, as guaranteed by Article 2 § 2 of Protocol No. 4 to the Convention? If so, was that restriction in accordance with the law and necessary in terms of Article 2 § 3 of Protocol No. 4 to the Convention (see Mursaliyev and Others v. Azerbaijan , nos. 66650/13 and 10 others, §§ 29-36, 13 December 2018)?

2. Did the applicants have at their disposal an effective domestic remedy for their complaints under Article 2 of Protocol No. 4 to the Convention, as required by Article 13 of the Convention?
