QUESTIONS TO THE PARTIES

1. Was the length of the applicant ’ s pre-trial detention in breach of the “reasonable time” requirement of Article 5 § 3 of the Convention?

2. Has there been an interference with the applicant ’ s right to respect for his private and family life, within the meaning of Article 8 § 1 of the Convention on account of the impossibility of his receiv ing long-term visits from his partner and her daughter whilst in prison ? If so, was that interference in accordance with the law an d necessary in terms of Article 8 § 2?

The parties are requested to submit documents or information therein concerning the applicant ’ s family ties in Latvia , including with M.B. and R.B.
