QUESTION TO THE PARTIES

Has the applicant been subjected to inhuman and degrading treatment, in breach of Article 3 of the Convention on account of:

a) the material conditions of the applicant ’ s detention in the Bucharest Police Department ’ s cells and the fact that on 31 May 2010 he was exposed to substances hazardous to his health;

b) the fact that he was handcuffed and chained to other inmates while exposed to public view and while being taken to court hearings during the criminal proceedings opened against him;

c) the material conditions of detention in the court-house cells and the transport conditions he experienced every time he was taken to appear before domestic courts ?
