STATEMENT OF FACTS
The applicant, Mr Mihai Laurenț iu Marin, is a Romanian national, who was born in 1975. He is currently detained in Mărgineni P rison.
The facts of the case, as submitted by the applicant, may be summarised as follows.
On 3 December 2012 the applicant submitted before the Court copies of documents attesting that while he was detained in Poarta Albă Prison between 2007 and 2008, he worked and accumulated days that could be deducted from his ten years ’ prison sentence .
No further documents or evidence w ere submitted by the applicant in support of his allegations.
COMPLAINTS
1. Relying on Article 3 of the Convention the applicant complains that during his detention in Poarta Albă and Mărgineni Prisons he was detained in overcrowded cells which lacked heating. Also, he was confronted with serious dental problems and he lost some of his teeth on account of the lack of adequate dental treatment. In addition, his rights to receive packages, to watch television and to education were restricted and he was insulted and punished every time he attempted to complain .
2. Invoking expressly and in substance Articles 8 and 10 of the Convention the applicant complains that his right of access to information was restricted by the Poarta Albă and Mărgineni Prison authorities. In addition, the working days he had accumulated were not deducted from his sentence and he was prevented for certain periods of time to contact his family .
3. Relying on Articles 14 and 1 of Protocol No. 12 to the Convention the applicant complains that he was discriminated in prison .
QUESTION TO THE PARTIES
Has the applicant been detained in Poarta Albă and Mărgineni Prisons in inhuman and degrading material conditions of detention in breach of Article 3 of the Convention?
