I. Have the effective domestic remedies been exhausted by all applicants, as required by Article 35 § 1 of the Convention?

II. Did the applicants have a fair hearing in the determination of their civil rights and obligations, in accordance with Article 6 § 1 of the Convention?

1) did the applicants have sufficient time

a) to lodge and prepare their appeals;

b) to prepare their response to the Minister ’ s written statement of defence ?

2) did the lack of access to the reports by Ernst & Young and by Cushman & Wakefield alleged by the applicants render the proceedings unfair?
