1. Has the applicant been able to lodge a request for recognition as a family member of a fallen Homeland War veteran and for the family invalidity benefit with the social services department of the Primorsko-Goranska County Office of State Administration before 31 December 2005 and to simultaneously ask for adjournment until the proceedings on her late father ’ s status became final? If yes, did such a request have any prospects of success or would it be dismissed due to the applicant ’ s inability to prove that her late father was a fallen Homeland War Veteran?
2. What is the usual practice of the Offices of State Administration or other administrative bodies in Croatia upon receipt of requests of claimants who do not fulfill statutory requirements for a certain claim, but ask for adjournment due to pending proceedings that might enable them to meet those requirements? Is there case-law of the Croatian administrative bodies on that matter?
3. Has there been a violation of the applicant ’ s right of access to court, contrary to Article 6 § 1 of the Convention?
