QUESTION S

Having regard to the procedural protection from torture or inhuman or degrading treatment was the second investigation carried out by the domestic authorities in breach of Article 3 of the Convention?

T he Government are required to provide a copy of the investigation file.

Furthermore the Government are requested to submit updated information on the criminal proceedings brought against the applicant, including copies of the relevant judgments and the applicant ’ s grounds of appeal.
