STATEMENT OF FACTS
The applicant, Mr Adalbert Csoaba Varga , is a Romanian national, who was born in 1976. He is currently detained in Baia Mare Prison.
The facts of the case, as submitted by the applicant, may be summarised as follows.
From 22 December 2011 to 8 June 2012 the applicant was detained in Gherla Prison. From 8 June 2012 to date the applicant was detained in Baia Mare Prison.
In his initial letter to the Court the applicant stated that in Gherla Prison the detention cells were overcrowded and the food was poor and insufficient.
In the same letter he also stated that in Baia Mare Prison the cells were overcrowded and the food was poor. In addition, he was allowed to bathe only twice a week and very often he had to use cold water. Moreover, the cells were infested with bedbugs. The insect bites did not allow him to rest.
COMPLAINT
Relying on Article 3 of the Convention the applicant complains that he was subjected to inhuman and degrading treatment on account of the material conditions of detention in Gherla and Baia Mare Prisons.
