STATEMENT OF FACTS
The applicant, Mr Thomas Arend , is a G erman national, who was born in 1969 and is detained in Chisinau.
The facts of the case, as submitted by the applicant, may be summarised as follows.
The applicant, being suspected of fraud, was extradited to Moldova on 4 March 2005. He was placed in a remand facility of the Ministry of Interior.
On 13 April 2005 he was transferred to Prison No. 13 in Chișinău . At the time of submitting his application he was still being held in that prison.
According to the applicant, he was detained with smoking inmates in cells with poor lighting and damp walls. During his detention the applicant did not receive any bedding or clothing. Without a functional ventilation system, in summer the air indoors was hot, humid and smelly which made it difficult to breathe.
The applicant submitted that he did not receive food of a sufficient quantity and quality. He also claimed that the penitentiary had not provided adequate medical assistance. In particular, the applicant noted that he had had to wait for over six months for a tooth to be filled.
COMPLAINT
The applicant complains under Article 3 of the Convention about inhuman conditions of detention.
