Application no. 75626/13 Vladimir MOCREAC against the Republic of Moldova lodged on 18 November 2013

STATEMENT OF FACTS

The applicant, Mr Vladimir Mocreac , is a Moldovan national, who was born in 1964 and is detained in Cricova .

On 29 September 2005, the applicant was found guilty of inflicting life ‑ threatening injuries to his mother. He was sentenced to eleven and a half years ’ imprisonment.

On the same day the applicant was placed in Prison no. 13 in Chișinău .

On 29 March 2006, the applicant was transferred to Prison no. 4 in Cricova .

Due to his health state, the applicant was transferred to Prison no. 16 on 12 December 2012. After treatment for tuberculosis, he was transferred to Prison no. 13 in Chișinău on 7 February 2013. On 16 January 2014, the applicant was transferred back to Prison no. 4 in Cricova .

According to the applicant, throughout his detention he was placed in overpopulated cells with poor lighting and damp walls. Without a functioning ventilation system, i n summer the air indoors was hot, humid and smelly which made it difficult to breathe. The toilets located outside could not be used during winter days with extremely low temperatures.

The applicant also submitted that he did not receive food of a sufficient quantity and quality .

COMPLAINT

The applicant complains under Article 3 of the Convention about inhuman conditions of detention .
