STATEMENT OF FACTS

The circumstances of the case
The facts of the case, as submitted by the applicant s , may be summarised as follows.
On 18 November 1992 the applicants ’ close relative, B.I., was arrested by Croatian soldiers, together with his wife S.I. and another person, I.S. They were taken to Zadar County Prison. S.I. and I.S. were immediately released. B.I. was beaten and he died. His body was given to the Benkovac Police (under the control of Serbian para-military forces) via the UNPROFOR forces. The UNPROFOR carried out the autopsy and concluded that B.I. had died from beatings.
COMPLAINT
The applicant s complain under the procedural aspect of Article 2 that the investigation into the death of their relative was not effective .
QUESTION TO THE PARTIES
Having regard to the procedural protection of the right to life (see paragraph 104 of Salman v. Turkey [GC], no. 21986/93, ECHR 2000-VII), has there been an investigation in the present case by the domestic authorities , complying with the requirements under Article 2 of the Convention ?
