STATEMENT OF FACTS

The applicant, Mr Gheorghe Munteanu , is a Romanian national, who was born in 1971 and lives in Arad .

The facts of the case, as submitted by the applicant, may be summarised as follows.

On an unspecified date in 2009 the applicant was placed in detention in Arad Prison. He was convicted for murder and sentenced to fifteen years ’ imprisonment.

The applicant complains about the alleged inhuman conditions of his detention in Arad Prison. He mainly complains of the lack of hygiene products, poor quality of food and the presence of parasites in all the cells occupied by him .

COMPLAINT

The applicant complains under Article 3 of the Convention about the alleged inhuman conditions of his detention in Arad Pris on in particular poor conditions of hygiene and poor quality of food .

QUESTION TO THE PARTIES

Has the applicant been subjected to inhuman or degrading treatment, in breach of Article 3 of the Convention, on account of the conditions of his detention in Arad Prison ?

The Government are invited to submit information concerning the conditions of the applicant ’ s detention in Arad Prison.
