SUBJECT MATTER OF THE CASE

The applications concern conditions of detention during short periods (akin to Muršić v. Croatia [GC], no. 7334/13 , §§ 151-53, 20 October 2016; Yefimenko v. Russia , no. 152/04 , §§ 63-84, 12 February 2013; Shkarupa v. Russia , no. 36461/05 , §§ 54-57, 15 January 2015 ; Yevgeniy Bogdanov v. Russia , no. 22405/04 , §§ 80, 84, 2 6 February 2015 and Sadretdinov v. Russia , no. 17564/06, §§ 48-57, 24 May 2016 ) .

The applicants were detained in “special detention centres” for administrative arrestees (so called KAZ ) of Kostroma. The applicant in case no. 54116/16 also complained about his detention in a police station in Kostroma. For additional details see the Appendix.

COMMON QUESTION tO THE PARTIES

1. D id the material conditions of the applicants ’ detention in the special detention centre for administrative arrestees in Kostroma on the dates indicated in the Appendix amount to inhuman or degrading treatment?

2. The Government are requested to comment on all aspects of the conditions of detention which the applicants complained of. They are asked to produce documents indicating the dimensions of the applicants ’ cells and the number of inmates, in particular an extract from the cell population register, and the layout plan of the cells indicating the placement of windows, toilets and furniture.
