STATEMENT OF FACTS
1. The applicant, Mr Aleksey Sergeyevich Antonov , is a Russian national, who was born in 1987 and is detained in a psychiatric facility in Trifony , Kostroma Region. He is represented before the Court by Mr A.V. Vinogradov , a lawyer practising in Kostroma.
2. The facts of the case, as submitted by the applicant, may be summarised as follows.
3. On 30 November 2005 the applicant was legally incapacitated by the decision of the Kostromskoy District Court of Kostroma Region. On 30 January 2006 he was placed under guardianship of his mother.
4. In 2011 the applicant was prosecuted for theft. On 11 April 2011 the District Court established the facts relevant to the charges, but relieved the applicant of criminal liability in connection with his psychiatric condition. The applicant was placed for compulsory treatment in a psychiatric facility Kostroma Specialized Intensive Supervision Psychiatric Hospital ( Костромская психиатрическая больница ( стационар ) специализированного типа с интенсивным наблюдением ).
5. In 2011 – 2016 the applicant ’ s compulsory treatment was repeatedly prolonged by the Ostrovskiy District Court of Kostroma Region.
6. During the applicant ’ s detention in the above facility he was kept in a ward with overcrowded rooms locked from outside. He claims that he had to share the room of eight square meters with five to six other patients. The room had only one small window secured by two rows of bars and had no ventilation. The applicant had to spend on average twenty hours per day in the closed room, except for walks, meals and medical procedures. The room was not equipped with sanitary facilities and the patients had to ask guards to be escorted to toilets. According to the applicant these requests were frequently denied and the guards repeatedly verbally abused the patients making requests. To reduce the number of visits to toilets the patients were provided with plastic bottles for urination. The patients were allowed to take shower once every second week.
COMPLAINT
7. The ap plicant complains under Article 3 of the Convention about conditions of his detention in a psychiatric facility.
