STATEMENT OF FACTS
The applicant, Mr Mikhail Igorevich Belyayev , is a Ukrainian national who was born in 1981 and is currently serving a life sentence in Romny Prison no. 56 (“the prison”).
The facts of the case, as submitted by the applicant, may be summarised as follows.
The applicant has been serving a life sentence in the p rison since 28 August 2004. He submits that during his detention his teeth have been affected by tooth decay, which has caused severe pain.
The applicant states that he has not been given access to adequate dental treatment and assistance because there is no dentist and dental equipment in the prison. He has been suffering from severe toothache for a year, and the prison doctor has extracted from him three teeth which allegedly were affected by decay.
According to certificate no. 595 issued by the head of the prison ’ s medical unit on 13 July 2017, the applicant has not been given appropriate dental treatment because of the absence of qualified personnel and the lack of specialised equipment in the prison. According to the certificate, in order to eliminate the applicant ’ s pain the prison doctor had extracted three of his teeth which were affected by decay but which could have been successfully treated.
COMPLAINT
The applicant complains under Article 3 of the Convention that he was not provided with adequate dental treatment and assistance while in detention, which caused him physical and psychological suffering.

Were the dental treatment and assistance provided to the applicant in detention in compliance with the requirements of Article 3 of the Convention?
