SUBJECT MATTER OF THE CASE

The application concerns the length of expropriation proceedings in respect of the applicant ’ s property (December 2002 to 20 May 2014 on several administrative levels and one judicial instance) as well as the fact that during the impugned period, the applicant was not able to dispose of his property.

QUESTIONS tO THE PARTIES

1. Was the length of the administrative/civil proceedings in the present case in breach of the “reasonable time” requirement of Article 6 § 1 of the Convention?

2. Has there been an interference with the applicant ’ s peaceful enjoyment of possessions, within the meaning of Article 1 of Protocol No. 1? If so, was that interference necessary to control the use of property in accordance with the general interest?
