SUBJECT MATTER OF THE CASE

The application concerns the protraction (since July 2013) of the applicant ’ s litigation about custody of his minor children and his alleged inability to maintain contact with them for over three years.

QUESTIONS tO THE PARTIES

1. Was the length of the civil proceedings in the present case in breach of the “reasonable time” requirement of Article 6 § 1 of the Convention, especially with what was at stake for the applicant?

2. Has there been a violation of the applicant ’ s right to respect for his family life, contrary to Article 8 of the Convention (see X v. Latvia [GC] , no. 27853/09 , ECHR 2013, and Ó nodi v. Hungary , no. 38647/09, 30 May 2017)?
