SUBJECT MATTER OF THE CASE

The application concerns the domestic authorities ’ refusal to grant the applicant ’ s request to change her ethnicity records from Russian to German.

QUESTIONS tO THE PARTIES

1. Has there been an interference with the applicant ’ s right to respect for her private life, within the meaning of Article 8 § 1 of the Convention? If so, was that interference in accordance with the law and necessary in terms of Article 8 § 2?

2. Is Article 6 of the Convention applicable under its civil limb to the proceedings in the present case? If yes, did the applicant have a fair hearing in the determination of her civil rights and obligations, in accordance with Article 6 § 1 of the Convention?

3. Did the applicant have at her disposal an effective domestic remedy for her complaints under Articles 6 and 8 of the Convention as required by Article 13 of the Convention?

4. Has the applicant suffered discrimination on the ground of her ethnicity, contrary to Article 14 of the Convention? Has the applicant suffered discrimination read in conjunction with Article 8 of the Convention?
