SUBJECT MATTER OF THE CASES

The applications concern the freezing of the applicants ’ bank accounts by the domestic authorities within the framework of criminal proceedings concerning the alleged unlawful activities of a number of non-governmental organisations.

QUESTIONS tO THE PARTIES

1. Has there been an interference with the applicants ’ peaceful enjoyment of possessions, within the meaning of Article 1 of Protocol No. 1 to the Convention, on account of the freezing of their bank accounts? If so, was that interference lawful and necessary to control the use of property in accordance with the general interest? In particular, did that interference impose an excessive individual burden on the applicants (see Immobiliare Saffi v. Italy, [GC], no. 22774/93, § 59, ECHR 1999-V)?

2. Did the applicants, except the applicant in application no. 59462/14, have a fair hearing in the determination of their civil rights and obligations, in accordance with Article 6 § 1 of the Convention? In particular, was their right of access to court respected?

3. Did the applicants, except the applicant in application no. 59462/14, have at their disposal an effective domestic remedy for their complaint under Article 1 of Protocol No. 1 to the Convention, as required by Article 13 of the Convention?

4. Has there been an interference with the applicants ’ , except the applicant in application no. 59462/14, freedom of association, within the meaning of Article 11 § 1 of the Convention, on account of the freezing of their bank accounts? If so, was that interference prescribed by law and necessary in terms of Article 11 § 2?

5. Were the restrictions imposed by the State in the present cases, except in application no. 59462/14, purportedly pursuant to Article 11 of the Convention and Article 1 of Protocol No. 1 to the Convention, applied for a purpose other than those envisaged by those provisions, contrary to Article 18 of the Convention?
