SUBJECT MATTER OF THE CASE

The application concerns the de facto expropriation of the applicant ’ s land and the interest rate applied to the compensation awarded to him as a result.

The applicant complains of a violation of his rights under Article 1 of Protocol No. 1.

QUESTION tO THE PARTIES

Has there been a violation of the applicant ’ s right to peaceful enjoyment of possessions within the meaning of Article 1 of Protocol No. 1 to the Convention, on account of the insufficiency of the interest rate applied to the compensation awarded to him for the administration ’ s de facto expropriation of his land (see Sarıca and Dilaver v. Turkey , no. 11765/05, 27 May 2010)?
