QUESTION
Regard being had to the parties ’ submissions received by the Court, the Government have been requested to provide a response to the following question:
Having regard to the applicants ’ situation in the instant case and to the Court ’ s findings in previous cases concerning the restrictions on prison visits and the lack of effective remedies for that complaint (see, as recent examples, Andrey Smirnov v. Russia , no. 43149/10, 13 February 2018, and Resin v. Russia , no. 9348/14, 18 December 2018), as well as to a large number of pending cases concerning the same issues, is that situation indicative of an underlying systemic problem or a structural deficiency which calls for indication of general measures under Article 46 of the Convention, as interpreted in the light of Article 1 of the Convention?
