SUBJECT MATTER OF THE CASE
The application concerns the alleged ill-treatment of a foreign prisoner by prison guards in Sofia Prison on 17 October 2013. This raises an issue under the substantive limb of Article 3 of the Convention.
The application also concerns the effectiveness of the ensuing investigation. This raises an issue under the procedural limb of Article 3 of the Convention.
QUESTIONS TO THE PARTIES
1. Did guards in Sofia Prison subject the applicant to treatment contrary to Article 3 of the Convention on 17 October 2013?
