SUBJECT MATTER OF THE CASE

The application concerns discrimination in exercising family life based on the applicant ’ s illness (HIV-positive). The main issue is whether he can still claim to be a victim of a breach of these provisions after that breach was established by the domestic courts, which awarded an allegedly small amount of compensation (equivalent to EUR 198) .

QUESTION tO THE PARTIES

Has there been a breach of Articles 8 and 14 of the Convention in the present case? In particular, in view of the judgments and award made by the domestic courts, can the applicant still claim to be a victim of a breach of these provision ( Kiyutin v. Russia , no. 2700/10, §§ 39-74, ECHR 2011)?
