The application concerns the applicant ’ s alleged ill-treatment in prison. It raises an issue under Article 3 of the Convention.

Has there been a breach of Article 3 of the Convention? In particular, was the applicant subjected to ill-treatment in prison on 4 January 2011 and has there been an effective investigation into his allegation of ill-treatment (see Ciorap v. the Republic of Moldova (no. 5) , no. 7232/07 , §§ 43-68, 15 March 2016 )?
