SUBJECT MATTER OF THE CASE
The applicant s are a girl, her parents and her grandmother . In domestic proceedings it was decided that the girl be placed in foster care, that her whereabouts were not to be disclosed, and that her parents be granted contact rights of one hour, three times yearly, under the supervision of the child welfare services.
Under Article 8 of the Convention the applicants submit that the above proceedings entailed a disproportionate interference with their right to respect for family life. Under Article 6 they complain of the length and fairness of those proceedings.
QUESTIONS tO THE PARTIES
1. Is the application, notably in light of the requirement to exhaust all domestic remedies in accordance with Article 35 of the Convention, admissible in respect of all applicants? May the girl ’ s grandmother claim to be “the victim of a violation” in accordance with Article 34?
2. Has there been a violation of any of the applicants ’ rights to respect for family life under Article 8 of the Convention? (See, for example, K. and T. v. Finland [GC], no. 25702/94, ECHR 2001 ‑ VII; S.J.P. and E.S. v. Sweden , no. 8610/11 , 28 August 2018; and Levin v. Sweden , no. 35141/06, 15 March 2012.)
3. Do any separate issues arise under Article 6 of the Convention in respect of any of the applicants? If yes, has there been a breach of any of the applicants ’ right to a fair trial within reasonable time as guaranteed by that provision? (See, for example, Johansen v.
