QUESTION

Having regard to numerous similar cases already pending before – and still being lodged with – the Court, as well as repeated violations of Article 6 found by the Court in many similar Russian cases, the Government are requested to update their submissions in the present group of cases. In their reply the Government are invited to focus on the general measures required to overcome the structural problem identified in the judgment of Veselov and Others nos. 23200/10, 24009/07 and 556/10, §§ 50-63, §§ 88 ‑ 94 , 2 October 2012 ) and reiterated in Lagutin and Others (nos. 6228/09, 19123/09, 19678/07, 52340/08 and 7451/09 , § 134, 24 April 2014 ). They are invited to inform the Court of any legislative measures introducing procedural restrictions for the conduct of test purchases and operational experiments, including a clear and foreseeable procedure for authorising these operational-search activities by judicial or other independent body, in accordance with Article 46 § 1 of the Convention interpreted in the light of Article 1 of the Convention.
