Was the judgment in question prompted by the consequences of the authorities ’ failure to enforce in due time the judgment of the Kuybyshevskiy District Court of St Petersburg of 22 September 2016, upheld on appeal on 13 February 2017, granting the first applicant a residence order in respect of the second applicant?
