SUBJECT MATTER OF THE CASE
The applications concern the decisions to fine the applicants, opposition members of parliament, for displaying posters on various dates at the parliamentary sessions. The applicants unsuccessfully challenged the Speaker ’ s decisions to reduce their monthly remuneration before the Immunity Committee and the Parliament.
The applicants complain under Article 10 of the Convention that the sanction imposed on them amounted to a breach of their right to freedom of expression. They further complain that there was no effective remedy available to them to challenge the sanctions sustained, in breach of Article 13 read in conjunction with Article 10 of the Convention.
QUESTION TO THE PARTIES
Has there been a violation of the applicants ’ right to freedom of expression contrary to Article 10 of the Convention (see Karácsony and Others v. Hungary [GC], nos. 42461/13 and 44357/13, §§ 148-162, 17 May 2016)?
