QUESTION TO THE PARTIES
Having regard to the recent change in practice of the Constitutional Court (decisions no. U-III-2757/2018 of 4 February 2020 ) , can a civil action in damages against the State still be considered an effective remedy in cases concerning inadequate prison conditions (see Ulemek v. Croatia , no. 21613/16, § 111 in fine , 31 October 2019)?
