Application no. 65240/13 Tural Feyruz oglu ABBASLI against Azerbaijan lodged on 19 September 2013 communicated on 23 March 2021

SUBJECT MATTER OF THE CASE

The present application concerns the administrative conviction of the applicant who was sentenced to fifteen days ’ administrative detention for non-compliance with a previous administrative sentence.

Relying on Article 6 of the Convention, the applicant complains that he was not represented by a lawyer before the first-instance court and that the judgments of the domestic courts were not adequately reasoned.

QUESTIONS TO THE PARTIES

1. Did the applicant have a fair hearing in the determination of the charges against him, in accordance with Article 6 § 1 of the Convention? Was the applicant ’ s right to a reasoned judgment respected? Was the applicant afforded an opportunity to defend himself through legal assistance of his own choosing, as required by Article 6 § 3 (c) of the Convention?

2. The Government are requested to submit copies of the entire case file from the domestic proceedings.
