SUBJECT MATTER OF THE CASE
The application concerns the refusal by the Office of Immigration and Nationality to allow the applicant, a journalist at an Internet news portal, to enter the premises of refugee reception centres with a view to documenting the living conditions of asylum-seekers. The applicant complains under Article 10 that the domestic authorities interfered with her right to impart information. She also submits that, contrary to Article 13 of the Convention, she did not have an effective remedy to contest the grievance of her right to freedom of expression .
QUESTIONS TO THE PARTIES
1. Did the refusal of access to the premises of the refugee reception centres constitute an interference with the applicant ’ s freedom of expression within the meaning of Article 10 § 1 of the Convention?
2. If so, was that interference prescribed by law and necessary in terms of Article 10 § 2?
3. Did the applicant have at her disposal an effective domestic remedy for her complaint under Article 10, as required by Article 13 of the Convention?
