The Committee of Ministers,
Having regard to the request formulated by the Government
of Belgium on 25 May 1994 to have the report adopted on
6 March 1990 by the European Commission of Human Rights in this
case and the Committee's decision under Article 32, paragraph 1
(art. 32-1), of the Convention, made public,
Decided to make public the above-mentioned report of the
Commission as well as its decision, rendered at the Deputies'
457th meeting (held on 13 May 1991), that there has been in this
case a violation of Article 1 of the Additional Protocol (P1-1)
to the Convention and of Article 13 (art. 13) of the Convention;
Decided to pursue the examination of the present case in
accordance with Article 32 (art. 32) of the Convention with a
view to adopting the Final Resolution.
