Application no. 12889/18 Anton Georgiyevich KULIKOV against Russia
The European Court of Human Rights (Third Section), sitting on 10 March 2022 as a Committee composed of:

Having regard to the above application lodged on 3 March 2018,
Having deliberated, decides as follows:
FACTS AND PROCEDURE
The applicant, Mr Anton Georgiyevich Kulikov, was born in 1982. He was represented by Mr S. Kravchuk, a lawyer practising in St Petersburg.
The applicant’s complaints under Articles 3 and 13 of the Convention concerning poor conditions of his pre-trial detention, as well as inadequate medical treatment in detention and the lack of effective remedies in that respect were communicated to the Russian Government (“the Government”), who submitted observations on the admissibility and merits.
By letter dated 18 August 2021, sent by registered post, the applicant was requested to submit further information in connection with his application. He was also informed that failure to reply to the request might lead the Court to conclude that he was no longer interested in pursuing his application and to strike it out of its list of cases.
On 1 September 2021 the applicant’s representative received the letter. No response followed.
THE LAW
In the light of the foregoing, and in the absence of any special circumstances regarding respect for the rights guaranteed by the Convention and the Protocols thereto, the Court, in accordance with Article 37 § 1 (a) of the Convention, considers that it is no longer justified to continue the examination of the application.
Accordingly, the case should be struck out of the list.
For these reasons, the Court, unanimously,
Decides to strike the application out of its list of cases.
