DECISION
Application no . 9929/05 Aleksandr Aleksandrovich STAVROPOLTSEV against Russia and 16 other applications (see list appended)

Having regard to the above applications,
Having deliberated, decides as follows:
FACTS AND PROCEDURE
The applicants are Russian nationals whose names and dates of birth are tabulated below.
The Russian Government (“the Government”) were represented by Mr G. Matyushkin , Representative of the Russian Federation at the European Court of Human Rights.
The facts of the cases and the complaints may be summarized as follows:
The applicants were parties to civil or criminal proceedings that took place in courts of ordinary jurisdiction in various regions of Russia. The applicants complained under Article 6 of the Convention, Article 1 of Protocol 1 and/or Article 13 of the Convention, invoking the following Convention issues:
- quashing of the final judgments in the applicants ’ favour by way of a supervisory review (cases nos. 9929/05, 20670/05, 33678/05 and 511/06);
- non-enforcement of the final judgment in the applicant ’ s favour and about its subsequent quashing by way of supervisory review (case no. 12763/05);
- unreasonable length of the civil proceedings and the lack of effective domestic remedies against excessive length of court proceedings (cases nos. 28632/05, 49033/06, 49062/06, 2125/07, 3504/07 and 21166/07);
- unreasonable length of the criminal proceedings and the lack of effective domestic remedies against excessive length of court proceedings (cases nos. 8864/06, 8933/06, 43122/06 and 2019/07); and
- non-enforcement of the final judgment in the applicant ’ s favour (cases nos. 23189/06 and 50213/06).
The applicants ’ complaints concerning the above-mentioned issues were communicated to the Government, who submitted their observations on the admissibility and merits. The observations were forwarded to the applicants, who were invited to submit their own observations. No replies were received to the Registry ’ s letters from the applicants.
By separate letters sent by registered post on various dates in 2009 ‑ 2013, the applicants were notified that the period allowed for submission of their observations had expired and that no extension of time had been requested.
In cases nos. 50213/06 and 21166/07, the Government informed the Court about the applicants ’ death. In this connection the Court sent letters, seeking information from the applicants ’ heirs or family members whether they wish to pursue the proceedings of these cases before the Court. No replies followed.
The applicants ’ attention was drawn to Article 37 § 1 (a) of the Convention, which provides that the Court may strike a case out of its list of cases where the circumstances lead to the conclusion that the applicants do not intend to pursue the applications. However, no responses have been received.
THE LAW
The Court considers that, in these circumstances, the applicants may be regarded as no longer wishing to pursue their applications, within the meaning of Article 37 § 1 (a) of the Convention. Furthermore, in accordance with Article 37 § 1 in fine , the Court finds no special circumstances regarding respect for human rights as defined in the Convention and its Protocols which require the continued examination of the cases.
In view of the above, it is appropriate to strike the case s out of the list.
For these reasons, the Court, unanimously,
Decides to join the applications;
Decides to strike the applications out of its list of cases.
