DECISION

Application no . 13946/14 Aleksandr Nikolayevich NIKULIN against Russia

The European Court of Human Rights (Third Section), sitting on 2 May 2017 as a Committee composed of:

Branko Lubarda, President, Pere Pastor Vilanova, Georgios A. Serghides, judges,

and Fatoş Aracı, Deputy Section Registrar ,

Having regard to the above application lodged on 28 February 2014,

Having deliberated, decides as follows:

FACTS AND PROCEDURE

The applicant, Mr Aleksandr Nikolayevich Nikulin, is a Russian national, who was born in 1975 and lives in Kirov.

The Russian Government (“the Government”) were represented by Mr G. Matyushkin, Representative of the Russian Federation to the European Court of Human Rights, and then by Mr A. Fedorov, Head of the Office of the Representative of the Russian Federation to the Court.

The applicant complained under Article 1 of Protocol No. 1 to the Convention about the loss of the title to the land plots.

On 25 November 2016 the President of the Third Section decided to give notice of the complaint to the Government.

On 28 February 2017 the applicant informed the Court that he no longer wished to pursue the application.

THE LAW

In the light of the foregoing, and in the absence of any special circumstances regarding respect for the rights guaranteed by the Convention or its Protocols, the Court, in accordance with Article 37 § 1 (a) of the Convention, considers that it is no longer justified to continue the examination of the application.

In view of the above, it is appropriate to strike the case out of the list.

For these reasons, the Court, unanimously,

Decides to strike the application out of its list of cases.
