The European Court of Human Rights (Third Section), sitting on 14 February 2019 as a Committee composed of:

Having regard to the above applications lodged on the various dates indicated in the appended table ,

Having deliberated, decides as follows:

FACTS AND PROCEDURE

The list of applicants is set out in the appended table.

The applicants ’ complaints, as listed in the appended table, were communicated to the Russian Government (“the Government”), who submitted observations on the admissibility and merits .

By letters sent by registered post on the dates indicated in the appended table, the applicants were notified that the period allowed for submission of their observations had expired on 6 April 2017 and that no extension of time had been requested. The applicants ’ attention was drawn to Article 37 § 1 (a) of the Convention, which provides that the Court may strike an application out of its list of cases where the circumstances lead to the conclusion that the applicant does not intend to pursue the application.

The applicants in all of the applications, except for application no. 15782/14, received the letters from the Court and did not reply or did not claim them at the post office (see the appended table). In application no. 15782/14 the Court ’ s letter, dispatched to the address of the applicant ’ s detention facility, did not reach the applicant because he had been released from detention and had not communicated his new address.

None of the applicants have been in contact with the Court since the dates indicated in the appended table.

THE LAW

Having regard to the similar subject matter of the applications, the Court finds it appropriate to examine them jointly in a single decision.

The Court considers that, in these circumstances, the applicants may be regarded as no longer wishing to pursue the applications (Article 37 § 1 (a) of the Convention). Furthermore, in accordance with Article 37 § 1 in fine , the Court finds no special circumstances regarding respect for human rights as defined in the Convention and the Protocols thereto which require the continued examination of the applications.

Accordingly, the cases should be struck out of the list.

For these reasons, the Court, unanimously,

Decides to join the applications;

Decides to strike the applications out of its list of cases.

Done in English and notified in writing on 7 March 2019 .
