The European Court of Human Rights (Third Section), sitting on 24 October 2019 as a Committee composed of:

Having regard to the above application lodged on 2 February 2018,

Having regard to the observations submitted by the respondent Government,

Having deliberated, decides as follows:

FACTS AND PROCEDURE

The applicant ’ s details are set out in the appended table.

The applicant ’ s complaints under Article 3 of the Convention concerning the inadequate conditions of detention during transport were communicated to the Russian Government (“the Government”) .

THE LAW

Complaints under Article 3 of the Convention (inadequate conditions of detention during transport)

The applicant complained about poor conditions of his transport on one occasion on 19 January 2018.

Following the communication of the complaint to the parties, the Government, relying on authentic reports, submitted that the applicant had not been transported anywhere on the date indicated by him. The applicant did not support his complaint by any evidence.

In view of the above, the Court finds no grounds to doubt the Government ’ s submissions and considers that the complaint is therefore manifestly ill-founded and must be rejected in accordance with Article 35 §§ 3 and 4 of the Convention.

For these reasons, the Court, unanimously,

Declares the application inadmissible.
