        Having regard to Article 25 of the Convention for the

Protection of Human Rights and Fundamental Freedoms;

        Having regard to the application introduced on 16 July 1988

by Z. against Sweden and registered on 12 December 1988 under file No.

14460/88;

        Having regard to the report provided for in Rule 47 of the

Rules of Procedure of the Commission;

        Having deliberated;

        Decides as follows:

THE FACTS

        The applicant is a Swedish citizen, born in 1945.  He is a

chemist and resides at L., Sweden.

        It appears from the applicant's submissions that he was

convicted three times from 1981 to 1987 for having produced narcotics

in his laboratory contrary to the relevant legislation.

        Furthermore, it appears that he was arrested in February 1987

and charged with violations of the Narcotics Act (narkotikastraff-

lagen).  He was released six months later.  He was arrested again in

April 1988 but released 3 days later.  In June 1988 he was arrested a

third time and detained on remand for a period of 3 months.  Finally,

it appears that the applicant was arrested again in September 1990 and

released on 4 October 1990.

        All arrests appear to relate to alleged illegal production of

narcotics in the applicant's laboratory.

        Before the Commission the applicant invokes Articles 3, 4, 5,

6, 7, 8, 12, 13 and 14 of the Convention complaining of the many times

he has been arrested and of the consequences of these arrests.

PROCEEDINGS BEFORE THE COMMISSION

        The application was introduced on 16 July 1988 and registered

on 12 December 1988.

        In the light of the developments in the case subsequent to its

registration the applicant was requested, on 22 November 1990, to

submit relevant documents and information.  The applicant, however, did

not comply with this request.  The Commission's Secretariat's reminders

of 20 December 1990 and 11 January 1991 (registered post) also

remained unanswered.

REASONS FOR THE DECISION

        Having regard to Article 30 para. 1 (a) of the Convention, the

Commission notes that the applicant has failed to provide the

information requested and has left the reminders sent to him

unanswered.  In these circumstances the Commission concludes that the

applicant does not intend to pursue his petition.  Furthermore, it

finds no special circumstances regarding respect for human rights as

defined in the Convention which require the continuation of the

examination of the application.

        For these reasons, the Commission unanimously

        DECIDES TO STRIKE THE APPLICATION OFF ITS LIST OF CASES
